1. Scope & Authority
The City of Simi Valley / Ventura County Waterworks District No. 8 enforces backflow prevention and cross-connection control to safeguard the potable water system from contamination.
This program is required under state law (including the California Environmental Protection Agency and State Water Resources Control Board) and the new Cross-Connection Control Policy Handbook (CCCPH) that took effect July 1, 2024.
The district has contracted with BSI Online to manage notifications, data submission, and reporting for backflow testing in the region.
2. Responsibilities of Property Owners
Installation & Maintenance: Property owners must install, maintain, and ensure correct operation of approved backflow prevention assemblies (BPAs) at their own expense if there is a recognized cross-connection hazard.
Annual Testing: All BPAs must be tested at least once per year by a licensed / certified backflow tester.
If a BPA fails, the owner must arrange to have it repaired or replaced and then retested.
Repairs & Replacements: Testers must submit test results via BSI Online, using the Customer Confirmation Number (CCN) given in notification letters.
Annual notifications are mailed to customers when tests are due.
If a property is out of compliance, the district may have the BPA tested and charge the property owner for the work and may impose penalties or service disconnection.
3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)
BPAs are required in Simi Valley when a recognized cross-connection or hazard exists, including but not necessarily limited to:
Irrigation systems (especially those using chemicals or pumps)

6. Enforcement & Penalties
Non-Compliance: If property owners fail to test, repair, or maintain their BPA, or fail to submit reports, the district has authority to enforce compliance.
Service Interruption & Restoration: Water service may be terminated until all violations are corrected, including installation, testing, and documentation.
Penalties: The district may perform required testing or repairs and bill the property owner for costs. Penalties may apply for noncompliance or failure to respond to notices.
