1. Scope & Authority
The City of Moorpark enforces backflow prevention and cross‑connection control to protect its potable water system from contamination. These measures are implemented under the authority of the State of California (Health & Safety Code), the State Water Resources Control Board’s Cross‑Connection Control Policy Handbook (CCCPH), and through Ventura County’s cross‑connection / backflow prevention program oversight. Ventura County’s Environmental Health Division historically administered the program countywide, but beginning July 1, 2025, the Ventura County Public Works Agency (Water & Sanitation Department) will assume full responsibility for the cross‑connection / backflow program in water districts including Moorpark. 2. Responsibilities of Property Owners
Installation & Maintenance: Property owners must install and maintain approved Backflow Prevention Assemblies (BPAs), air gaps, or other approved devices where potential cross‑connections or hazards exist on their premises.
Annual Testing: BPAs must be tested at least annually by a certified backflow prevention tester. Repairs & Replacements: If a BPA fails the test, it must be repaired or replaced promptly by a certified backflow prevention tester. The property owner is responsible for such work and associated costs.
Reporting: Test results (for new installation, replacement, repair, relocation, and annual tests) must be submitted via the designated online system (e.g. SwiftComply) to the water purveyor (the Moorpark‑area district). 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) The City / District expects BPAs or equivalent protection in scenarios such as: Irrigation systems Fire sprinkler / suppression systems Auxiliary or alternate water sources (e.g. wells, cisterns) Commercial, industrial, or process water systems with contamination risk Any internal plumbing or cross‑connection that cannot be eliminated or adequately controlled
4. Testing & Maintenance Requirements
Mandatory Testing Events: Testing is required upon installation, after repair, after relocation, and at least annually thereafter. Submission of Test Reports: Test results must be submitted via the designated online portal (e.g. SwiftComply) to the water purveyor. Moorpark’s water district will use this online system starting when the county program transitions. Repairs / Replacements: Devices that fail tests must be repaired or replaced before further use. Only certified testers may perform this work; costs borne by the property owner.
5. Approved Devices & Certified Testers
Approved Devices: Only backflow prevention assemblies that meet recognized industry standards (e.g. AWWA, USC / Foundation for Cross‑Connection Control) should be used. Lead‑free device requirements per state law may apply.
Certified Testers: Testers must hold certification from an ANSI‑accredited organization (e.g. AWWA) and register with the water district’s backflow / cross‑connection program (via SwiftComply). 6. Enforcement & Penalties
Non‑Compliance: Failure to install, test, or maintain required BPAs or other protective devices may lead to enforcement actions, such as notices of violation or service restrictions.
Penalties: Late submission of test results, failure to repair a failed device, or refusal to comply may result in fees, penalties, or potential water service interruption until compliance is achieved.
