Camarillo Backflow Testing Installation & Repair Regulations

1. Scope & Authority

The City of Camarillo enforces backflow prevention and cross‑connection control to protect its potable water supply from contamination. These measures are implemented under the authority of the State of California, the California Health & Safety Code, and the State Water Resources Control Board’s Cross‑Connection Control Policy Handbook (CCCPH). The City participates within Ventura County’s cross‑connection control program framework. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved Backflow Prevention Assemblies (BPAs) at service connections where potential cross‑connections or hazards exist. Annual Testing: BPAs must be tested at least once per year by a certified/tester recognized under Ventura County / the water purveyor. Repairs & Replacements: If a BPA fails testing, it must be promptly repaired or replaced. Only a certified backflow prevention tester may perform such work. Reporting: Test results (upon installation, replacement, repair, relocation, and annual test) must be submitted through Ventura County’s reporting portal or the water purveyor’s system.

3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)

The City expects BPAs (or equivalent protection) in cases such as: · Irrigation systems

Fire sprinkler / suppression systems · Auxiliary or alternate water sources (e.g. wells, cisterns) · Commercial, industrial, or process water systems with possible contamination risk · Any internal plumbing or cross‑connection that cannot be eliminated or adequately controlled 4. Testing & Maintenance Requirements Mandatory Testing Events: Testing is required upon installation, after repair, after relocation, and annually thereafter.

Submission of Test Reports: Test results must be submitted via the designated online system (Ventura County Citizen Access or new purveyor portal). As of July 1, 2025, test report submission will be handled by water purveyors (the County will no longer accept test form submissions or send notices).

Repairs / Replacements: Devices failing tests must be repaired or replaced before continued use. Only certified testers may do the work. The property owner bears all costs.

5. Approved Devices & Certified Testers Approved Devices: Only backflow prevention assemblies conforming to recognized standards (e.g. USC / AWWA) may be used. Lead‑free requirements may apply under state law. Certified Testers: After July 1, 2025, all backflow testers must hold certification by an ANSI‑accredited organization and be registered with the County / purveyor program. 6. Enforcement & Penalties Non-Compliance: Failure to install, test, or maintain required BPAs may result in administrative actions, including late fees, notices of violation, and possible water service disconnection until compliance is achieved. Penalties: Late submission of test reports, failure to repair a failed device, or refusal to comply may lead to enforcement penalties as provided under City or County policy.
