The City of Oceanside has established strict cross-connection control and backflow prevention standards to protect its public drinking water supply. These standards are based on the California Code of Regulations, Title 17 and Title 22, and are enforced under the Cross-Connection Control Policy Handbook (CCCPH) adopted by the California State Water Resources Control Board (SWRCB). The City of Oceanside requires the installation and maintenance of approved backflow prevention assemblies (BPAs) at all service connections where potential hazards to the potable water system are identified. The program mandates the installation of backflow prevention devices at service connections where there is a risk of contamination of the public water supply. Property owners in Oceanside are responsible for the installation, testing, and maintenance of backflow prevention devices and for cooperating with inspections conducted by the City. Non-compliance can result in water service disconnection and financial penalties.
