1. Scope & Authority

The program includes requirements for installation, testing, maintenance, and enforcement of backflow prevention assemblies. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners are required to install and maintain approved backflow prevention assemblies at any service connection or internal plumbing location where cross‑connection hazards are identified. The devices must comply with Redlands standards, be properly sized, and be located so that they remain accessible for inspection, testing, maintenance, and repair.

Annual Testing: Each backflow prevention assembly must be tested at least once per year by a tester holding the required certification. In addition, testing must occur when the device is first installed, after repair or replacement, or when relocated. 5. Approved Devices & Certified Testers
