Redlands Backflow Testing, Installation & Repair

1. Scope & Authority

The City of Redlands enforces a Cross‑Connection Control / Backflow Prevention Program to protect its potable water supply from contamination due to backflow or cross‑connections. This program is mandated by the California Department of Public Health under Title 17 of the California Administrative Code of Regulations. The program includes requirements for installation, testing, maintenance, and enforcement of backflow prevention assemblies. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners are required to install and maintain approved backflow prevention assemblies at any service connection or internal plumbing location where cross‑connection hazards are identified. The devices must comply with Redlands standards, be properly sized, and be located so that they remain accessible for inspection, testing, maintenance, and repair.

Annual Testing: Each backflow prevention assembly must be tested at least once per year by a tester holding the required certification. In addition, testing must occur when the device is first installed, after repair or replacement, or when relocated. Test results must be submitted to the City for recordkeeping and compliance verification. Repairs & Replacements: If a backflow prevention device fails during testing, the property owner must promptly repair or replace it. Following repair or replacement, the device must be retested and must pass in order to be placed back into service. 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) Redlands requires backflow prevention assemblies in situations where a risk of contamination or cross-connection may exist. Such scenarios include: Irrigation systems tied to potable water Fire protection / sprinkler systems Swimming pools or spas Properties with auxiliary or alternate water sources (such as wells or cisterns) Commercial or industrial facilities with processes that could introduce contaminants Any premises where cross-connections are present or cannot be ruled out

4. Testing & Maintenance Requirements

Mandatory Testing Events: All installed backflow prevention assemblies must be tested annually by a certified tester. Additionally, testing is required at the time of installation, upon relocation, or following repairs. Certified Testers: Only individuals holding a valid certification recognized by the City or the relevant county program are permitted to perform tests. Testers must maintain valid credentials, use properly calibrated equipment, and adhere to accepted testing procedures. Submission of Test Reports: Certified testers must submit complete test reports to the City's water or cross‑connection control department. The City may issue reminders to property owners when tests are due. Failure to submit test results or to perform required testing in a timely manner may result in penalties or enforcement actions. Repairs / Replacements: If a device fails testing, it must be repaired or replaced immediately. After repair or replacement, the device must be retested and must pass before being used again.

5. Approved Devices & Certified Testers

Approved Devices: Only backflow prevention assemblies approved under recognized industry standards are accepted by the City. The type of device (e.g., reduced pressure principle, double check, pressure vacuum breaker, or air gap) must correspond to the hazard classification for the premises. Devices should be testable (unless specific exceptions apply) and suitable for their intended application.

Certified Testers: Testing and repairs may only be carried out by individuals with valid certification recognized by the City or the relevant county program. Testers must maintain credentials, follow standard testing protocols, use calibrated equipment, and are the only persons authorized to submit test results for compliance. 6. Enforcement & Penalties

Non‑Compliance: Failure by a property owner to install, test, maintain, or properly report on required backflow prevention assemblies constitutes a violation of the City's cross‑connection control program. The City may issue violation notices, require corrective action, or escalate to enforcement measures. Water Service Interruption & Restoration: Water service may be discontinued to any property that fails to comply with backflow prevention requirements. Service will not be restored until all required backflow devices are installed, tested, repaired (if necessary), and documented in a manner acceptable to the City.

Penalties: Additional penalties may apply for late test result submissions, failure to respond to notices, tampering or removal of backflow devices, or repeated violations. The City may refuse to grant new service connections or issue final approvals until full compliance is achieved.
