Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies wherever a cross‑connection or hazard is identified on the premises. The devices must be properly sized and located to allow access for testing and maintenance. The installation must follow city standards, and the device should remain accessible, protected from damage or freezing, and not obstructed by structures or landscaping.

Annual Testing: All backflow prevention assemblies must be tested at least once each year by a certified backflow prevention tester. In addition, devices must be tested when initially installed, after repair, or if relocated or modified. Property owners are responsible for scheduling the test and ensuring results are forwarded to the Highland water department for compliance tracking. Repairs & Replacements: If any backflow prevention assembly fails during testing, the property owner must promptly repair or replace it. 4. Testing & Maintenance Requirements

Testing is also required at the time of installation, any relocation, or after repairs or modifications. Certified Testers: Only individuals holding a valid certification recognized by the city or county (for example, certification issued by San Bernardino County Environmental Health Services) are permitted to perform tests and report results. Testers must maintain current certification, use properly calibrated test equipment, and adhere to approved test procedures. Test Report Submission & Fees: Completed test reports must be submitted to the Highland water department or cross-connection control office in the form and timeframe required by the city.
