Fontana Backflow Testing, Installation & Repair

1. Scope & Authority

The Fontana Water Company enforces a Cross‑Connection Control Program to prevent contamination of its potable water supply due to backflow or cross-connections. The program operates under the authority of: California Code of Regulations, Title 17, Chapter 5 (Sections 7583–7605) San Bernardino County Code, Section 33.0619 (Backflow and Cross‑Connection Control) California State Water Resources Control Board’s Cross‑Connection Control Policy Handbook (CCCPH), effective July 1, 2025 Oversight is provided by San Bernardino County Environmental Health Services (EHS), which certifies testers and regulates compliance. Fontana Water requires specific backflow protection for fire systems, including the use of double detector check assemblies with a minimum 4” diameter. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies (BPAs) wherever a cross-connection or hazard is present. Devices must be sized and located appropriately for accessibility, testing, and maintenance. For fire service lines, a minimum 4" double detector check (DDC) assembly is required.

Annual Testing: BPAs must be tested at least once per year by a certified backflow prevention tester. Property owners are responsible for ensuring timely testing. Repairs & Replacements: If a BPA fails the test, the owner is responsible for repairs or replacement. Retesting is required after any repair or replacement before the device is placed back in service.

Reporting: Property owners must maintain records of installation, testing, repairs, and maintenance. Test results must be submitted annually to Fontana Water Company’s Cross‑Connection Control Department. Only certified testers are allowed to conduct the tests and submit reports. 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) Residential connections with an auxiliary water source (such as wells, ponds, or untreated irrigation systems). All commercial water service connections. Landscape or irrigation systems connected to potable water. Fire sprinkler or fire protection systemsTemporary water connections using hydrant meters or fire lines. Any property or facility where a process or condition presents a potential contamination hazard, as determined by the utility or San Bernardino County EHS. The type of BPA required depends on the hazard level and is selected according to Title 17 and CCCPH standards.

4. Testing & Maintenance Requirements

Annual Testing / Inspection: Each BPA must be tested at least once per year. Tests are also required upon installation, after repairs, or if relocated. Submission of Test Reports: Test results must be submitted to the Fontana Water Company annually. Failure to test or submit reports may lead to penalties or service interruption. Repairs / Replacements: Failed assemblies must be repaired or replaced immediately. Retesting is required before the device is approved for continued use.

5. Approved Devices & Certified Testers

Only backflow assemblies that meet recognized standards may be installed. Acceptable device types include: Reduced pressure assemblies Double check assemblies Pressure vacuum breakers Spill-resistant vacuum breakers Air gaps (in appropriate scenarios) For fire systems, a double detector check assembly with a minimum 4" diameter is required. Certified Testers / Qualification: All tests must be conducted by certified backflow testers. Certification must be current with San Bernardino County EHS. As of July 1, 2025, certification must also comply with the CCCPH, requiring ANSI-accredited or California-approved testing credentials. 6. Enforcement & Penalties

Non‑Compliance: Failure to install, maintain, or test backflow prevention devices may result in enforcement action. Water Service Interruption & Restoration: If compliance is not achieved, Fontana Water Company may disconnect water service. Service will not be restored until all requirements are met, including testing and submission of reports.

Penalties: Additional penalties may apply for: Failure to respond to notices Late test submission Tampering with or bypassing backflow prevention assemblies The utility reserves the right to require full compliance before granting, continuing, or restoring water service.
