1. Scope & Authority
The Fontana Water Company enforces a Cross‑Connection Control Program to prevent contamination of its potable water supply due to backflow or cross-connections.

San Bernardino County Code, Section 33.0619 (Backflow and Cross‑Connection Control)
California State Water Resources Control Board’s Cross‑Connection Control Policy Handbook (CCCPH), effective July 1, 2025
Oversight is provided by San Bernardino County Environmental Health Services (EHS), which certifies testers and regulates compliance.
Fontana Water requires specific backflow protection for fire systems, including the use of double detector check assemblies with a minimum 4” diameter.
2. Responsibilities of Property Owners
Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies (BPAs) wherever a cross-connection or hazard is present.
Devices must be sized and located appropriately for accessibility, testing, and maintenance.
For fire service lines, a minimum 4" double detector check (DDC) assembly is required.
Annual Testing: BPAs must be tested at least once per year by a certified backflow prevention tester. Property owners are responsible for ensuring timely testing.
Repairs & Replacements: If a BPA fails the test, the owner is responsible for repairs or replacement.
Retesting is required after any repair or replacement before the device is placed back in service.
Reporting: Property owners must maintain records of installation, testing, repairs, and maintenance.
Test results must be submitted annually to Fontana Water Company’s Cross‑Connection Control Department.
Only certified testers are allowed to conduct the tests and submit reports.
