1. Scope & Authority
The water utility serving Moreno Valley enforces a Cross‑Connection Control and Backflow Prevention Program to protect the potable water system from contamination via backflow or cross‑connections. This program is based on the authority conferred by California’s Code of Regulations, Title 17, and the utility’s or local service area’s ordinances. The utility assesses hazards on customer premises, mandates the installation of approved backflow prevention assemblies where needed, and requires ongoing testing, maintenance, and reporting as a condition of water service. 2. Responsibilities of Property Owners
Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies (BPAs) on their service connection or internal plumbing wherever a cross‑connection or contamination hazard is identified. The devices must be correctly sized, located to allow safe and convenient access, and maintained in good working order so that they remain functional and testable.
Annual Testing: Each backflow prevention assembly must be tested at least once per year by a certified tester recognized by the utility. Additional testing is required when the device is newly installed, repaired or replaced, or relocated. The property owner must coordinate the testing and ensure test results are delivered to the utility for compliance tracking. Repairs & Replacements: If a backflow prevention assembly fails any required test, the property owner is responsible for immediate repair or replacement. After such work, the device must be retested and shown to perform correctly before being placed back into service. 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) Backflow prevention devices are required in all circumstances where there is risk of non‑potable or contaminant flow into the potable water system. Examples include irrigation systems, fire protection or sprinkler systems, swimming pools or spas, properties with auxiliary or alternate water sources (wells, cisterns, reclaimed water systems), industrial or commercial processes that handle chemicals or contaminants, and temporary service lines (e.g. construction water or hydrant meters). The specific type of BPA required (e.g. reduced pressure assembly, double check valve, vacuum breaker) depends on the level of hazard assigned by the utility.
4. Testing & Maintenance Requirements
Mandatory Testing Events: Every installed backflow prevention assembly must undergo testing at least once per year by an authorized certified tester. Testing is also mandatory at installation, after any repair or replacement, and following any relocation or modification. Certified Testers: Only individuals who hold valid certification recognized by the utility or county regulatory body may perform the backflow testing. Testers must maintain their credentials, use calibrated test equipment, and adhere to established testing standards and procedures. Submission of Test Reports: Certified testers must submit the test report to the utility’s cross‑connection or water quality office in the format and timeframe required by the utility. Property owners are obligated to ensure testing is conducted and reports are delivered on time. Failure to submit results or perform required tests may result in enforcement or administrative penalties. Repairs / Replacements: Devices that fail a test must be repaired or replaced immediately by the property owner. Following repair or replacement, the device must be retested and pass before being returned to service.
5. Approved Devices & Certified Testers
Approved Devices: Only backflow prevention assemblies that meet recognized design and performance standards are permitted. The device type (e.g. reduced pressure principle, double check valve assembly, pressure vacuum breaker, or air gap) must be appropriate to the hazard level determined for the premises. Devices should be testable unless expressly exempted by the utility.
Certified Testers: Testing, maintenance, repair, and reporting may only be conducted by individuals holding valid certification recognized by the utility or relevant regulatory authority. Certified testers must maintain up-to-date credentials, use calibrated equipment, follow accepted testing protocols, and are the only persons authorized to submit compliant test reports. 6. Enforcement & Penalties
Non‑Compliance: Failure by a property owner to install, test, maintain, or properly report on required backflow prevention assemblies constitutes a violation of the cross‑connection control program. The utility may issue notices of noncompliance, require corrective actions, or escalate enforcement. Water Service Interruption & Restoration: The utility may discontinue water service to properties that do not comply with backflow protection requirements. Service will not be restored until all required devices are properly installed, tested, repaired (if needed), and satisfactorily documented to the utility.
Penalties: Additional penalties or fees may be applied for late test report submissions, failure to respond to compliance notices, tampering with or bypassing backflow devices, or repeated violations. The utility may also refuse new service connections, building permits, or inspection clearances until full compliance under the backflow control program is achieved.
