1. Scope & Authority

The water provider serving Menifee enforces a Cross‑Connection Control / Backflow Prevention Program to protect its potable water system from contamination through backflow or cross‑connections. This program is implemented under the authority of California’s Code of Regulations, Title 17, and the utility’s or district’s rules. The utility evaluates potential hazards at customer premises, mandates installation of protective devices where needed, and sets testing, maintenance, and reporting requirements as a condition of water service.

2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies at service connections or internal plumbing points if the utility identifies cross‑connection hazards on the premises. Devices must be properly sized, located for access, and maintained so they are always functional and accessible for inspection or repairs.

Annual Testing: Each backflow prevention assembly must be tested at least once per year by a certified backflow prevention tester. In addition, testing is required when devices are first installed, after repairs or replacement, or if relocated or modified. Test results must be submitted to the utility for recordkeeping and compliance oversight.

Repairs & Replacements: If a backflow prevention assembly fails during testing, the property owner must promptly repair or replace it at their own cost. After repair or replacement, the device must be retested and pass before being returned to service.

3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)

Backflow prevention devices are required in any scenario where the potable water supply might be exposed to contamination or cross‑connection risk. Common examples include irrigation or landscaping systems tied to potable water, fire protection or sprinkler systems, swimming pools and spas, properties with auxiliary or alternative water sources (e.g. wells, cisterns, reclaimed water systems), commercial or industrial processes involving hazardous substances, and temporary service connections such as construction water lines or hydrant meters. The specific device type required (e.g. reduced pressure, double check, vacuum breaker) is selected based on the hazard classification designated by the utility.

4. Testing & Maintenance Requirements

Mandatory Testing Events: All installed backflow prevention assemblies must be tested at least annually by a certified tester. Testing also must be performed at installation, after repair, and when a device is relocated or modified.

Certified Testers: Only individuals holding valid certification recognized by the utility or regulatory authority may perform backflow testing. Testers must keep their credentials current, use properly calibrated equipment, and adhere to approved test procedures.

Submission of Test Reports: Certified testers must submit complete test reports to the utility’s cross‑connection / water quality department in the prescribed format. Property owners are responsible for arranging testing and ensuring reports are delivered on time. Failure to submit reports or conduct required testing may result in penalties or enforcement.

Repairs / Replacements: If a device fails testing, it must be repaired or replaced immediately. After repair or replacement, the assembly must be retested and must pass before being placed back into service.

5. Approved Devices & Certified Testers

Approved Devices: Only backflow prevention assemblies that meet recognized industry design and performance standards may be installed. The required type (such as reduced pressure principle, double check valve assembly, pressure vacuum breaker, or air gap) must align with the hazard evaluation for the premises. Devices should be testable (unless a specific exception is allowed by the utility) and suitable for the intended use.

Certified Testers: Testing, repairs, and reporting may only be conducted by testers with valid certification recognized by the utility or oversight authority. Testers must maintain current credentials, use calibrated instruments, comply with approved testing protocols, and are the only persons permitted to submit test results accepted for compliance.

6. Enforcement & Penalties

Non‑Compliance: Failure to install, test, maintain, or submit required reports for backflow prevention assemblies is a violation of the cross‑connection control program. The utility may issue notices of violation and require corrective action from the property owner.

Water Service Interruption & Restoration: The utility may discontinue water service to any property that does not comply with backflow prevention requirements. Service will not be restored until all required devices are properly installed, tested, repaired (if needed), and documented to the satisfaction of the utility.

Penalties: Additional penalties may apply for late report submissions, nonresponse to notices, tampering with or bypassing backflow devices, or repeated violations. The utility may refuse new service connections, building permit approvals, or final inspections until full compliance with the backflow control program is achieved.
