1. Scope & Authority

The Elsinore Valley Municipal Water District (EVMWD) enforces a Cross‑Connection Control / Backflow Prevention Program to protect its potable water supply from contamination due to backflow or cross‑connections. This program is founded on California’s Title 17 regulations, and the District may require backflow prevention devices consistent with its rules and state law. In its landscape and irrigation ordinances, the City of Lake Elsinore also recognizes the requirement for backflow prevention devices in irrigation systems and classifies backflow prevention as part of water efficiency measures. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies at service connections or on‑site plumbing locations when cross‑connection hazards are detected or required by the District. These devices must be sized appropriately, located so they remain accessible for testing and maintenance, and installed according to EVMWD’s specifications or approved standards.

Annual Testing: Each backflow prevention assembly must be tested at least once per year by a certified backflow prevention tester. Testing is also required whenever a device is first installed, relocated, or after repair or replacement. Test results must be submitted to EVMWD for recordkeeping and compliance verification. Repairs & Replacements: If a backflow prevention assembly fails during testing, the owner must promptly repair, overhaul, or replace it. After repair or replacement, the device must be retested and demonstrate satisfactory performance before being returned to service 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) Backflow prevention devices are required in situations where there is potential for contamination or cross‑connection. Examples include irrigation or landscape systems connected to potable water; fire protection or sprinkler systems; swimming pools, spas, or other non‑potable water devices; properties with auxiliary water sources such as wells, cisterns, or reclaimed water systems; commercial, industrial, or institutional premises where processes present contamination hazards; and temporary service lines (e.g. construction water connections). The precise device type required is determined by the hazard classification assigned by EVMWD.

4. Testing & Maintenance Requirements

Mandatory Testing Events: All installed backflow prevention assemblies must be tested at least annually by a certified tester. In addition, testing is required at the time of initial installation, after any relocation, repair, or modification. Certified Testers: Only testers holding valid certification—recognized under EVMWD’s program or applicable county/state certification—may perform backflow tests. Testers must maintain their credentials, use calibrated test equipment, and abide by accepted testing procedures. Submission of Test Reports: Certified testers must submit completed test reports to EVMWD’s cross‑connection / water quality department in the format required by the District. Property owners must ensure that testing is scheduled and completed on time. Failure to submit test reports or to conduct required testing may result in enforcement actions or penalties. Repairs / Replacements: If a device fails testing, it must be repaired or replaced immediately by the property owner. After repair or replacement, retesting is mandatory, and only a passing device may be returned to service.

5. Approved Devices & Certified Testers

Acceptable types include reduced pressure principle assemblies, double check valve assemblies, pressure vacuum breakers, or other devices suitable to the hazard classification. The selected device must be testable (unless exempt) and appropriate for its intended use.

Certified Testers: Testing and maintenance may only be performed by individuals with valid certification recognized by EVMWD or the applicable regulatory authority. Testers must maintain credentials, use properly calibrated equipment, follow standard testing protocols, and are the only parties permitted to submit test results for compliance. 6. Enforcement & Penalties

Non‑Compliance: Failure by a property owner to install, test, maintain, or properly report on required backflow prevention assemblies constitutes a violation of the cross‑connection control program. The District may issue notices of noncompliance and demand corrective action. Water Service Interruption & Restoration: EVMWD has the authority to discontinue water service to any property that fails to comply with backflow prevention requirements. Service will not be restored until all devices are installed, tested, repaired (if needed), and documented to the satisfaction of the District.

Penalties: Additional penalties or fees may apply for late report submissions, failure to respond to notices, tampering with or bypassing protective devices, or repeated non‑compliance. The District may refuse new service connections or withhold permits until full compliance under the cross‑connection program is secured.
