1. Scope & Authority

The water provider serving Jurupa Valley enforces a Cross‑Connection Control / Backflow Prevention Program to safeguard the potable water system from contamination due to backflow or cross‑connections. This program is implemented under the authority of California’s Code of Regulations, Title 17, and local utility or municipal ordinances. The provider conducts hazard assessments, requires installation of backflow prevention devices where needed, mandates testing and maintenance, and enforces compliance as a condition of water service.

2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies at service connections or other locations on the premises when cross‑connection hazards are identified. Devices must be properly sized, installed in accessible locations, and maintained in good working order to facilitate testing and repairs.

Annual Testing: Each backflow prevention assembly must be tested at least once per year by a certified backflow prevention tester. Testing is also mandatory at initial installation, after repair, replacement, relocation, or alteration. Test results must be submitted to the utility or oversight agency for compliance tracking.

Repairs & Replacements: If a backflow prevention assembly fails during testing, the property owner must promptly repair or replace it. After repair or replacement, the device must be retested and must pass before being returned to service.

3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)

Backflow prevention devices are required in all situations where a risk of contamination or cross‑connection exists. Common scenarios include irrigation or landscape systems connected to potable water, fire protection or sprinkler systems, swimming pools or spas, properties with auxiliary or alternate water sources (such as wells or cisterns), commercial, industrial, or institutional sites with processes that could introduce contaminants, and temporary service connections (for example, hydrant meters or construction water lines). The specific type of backflow protection required is selected based on the hazard classification assigned by the water provider.

4. Testing & Maintenance Requirements

Mandatory Testing Events: All installed backflow prevention assemblies must be tested annually by a certified tester. In addition, testing must occur when the device is newly installed, after repair, or if relocated or modified.

Certified Testers: Only individuals who hold valid certification recognized by the water provider or county regulatory authority may perform backflow testing. Testers must maintain their credentials, use properly calibrated equipment, and follow accepted testing protocols.

Submission of Test Reports: Certified testers must submit complete test reports to the water provider’s cross‑connection / backflow control department. Property owners are responsible for ensuring testing is arranged and reports delivered on schedule. Failure to submit results or to complete required testing may result in enforcement or penalties.

Repairs / Replacements: If any backflow prevention device fails testing, it must be repaired or replaced immediately. Once repaired or replaced, the device must be retested and must pass before being placed back in service.

5. Approved Devices & Certified Testers

Approved Devices: Only backflow prevention assemblies that meet recognized design and performance standards may be installed. The type of device (for example, reduced pressure principle, double check assembly, pressure vacuum breaker, or air gap) must match the hazard level determined for the premises. Devices must typically be testable (unless expressly exempted) and appropriate for the application.

Certified Testers: Testing, repairs, and reporting may only be carried out by individuals with valid certification recognized by the water provider or regulatory authority. Testers must maintain current credentials, use calibrated equipment, adhere to standard testing protocols, and are the only ones authorized to submit test reports accepted for compliance.

6. Enforcement & Penalties

Non‑Compliance: Failure to install, test, maintain, or properly submit reports for required backflow prevention assemblies constitutes a violation of the cross‑connection control program. The water provider may issue notices of noncompliance and require corrective action.

Water Service Interruption & Restoration: The provider may discontinue water service to any property that fails to comply with backflow prevention requirements. Service will not be restored until all devices are installed, tested, repaired (if necessary), and documented to the satisfaction of the provider.

Penalties: Additional penalties or fees may be imposed for late test submissions, failure to respond to notices, tampering with or bypassing backflow devices, or repeated violations. The provider may deny new service connections, building permits, or final approvals until full compliance under the backflow control program is met.
