The Department retains the authority to require backflow protection and enforce compliance as a condition of water service. 2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies when the Department determines a hazard exists. These devices must be properly sized, located, and installed to ensure accessibility for inspection, testing, and maintenance.

Annual Testing: Backflow prevention devices must be tested at least once per year by a certified backflow prevention tester. Testing is also required immediately after installation, relocation, or repair. Property owners are responsible for initiating tests and ensuring compliance. Repairs & Replacements: If a backflow prevention assembly fails the test, property owners must promptly repair or replace the device. After any repair or replacement, the device must be retested and pass before being returned to service. 3. Scenarios Requiring Backflow Prevention Assemblies (BPAs) Backflow prevention devices are required in various situations, including but not limited to: Irrigation or landscape systems connected to the potable water supply. Fire protection or sprinkler systems. Swimming pools, spas, or other water features. Properties with auxiliary water supplies (e.g., wells, cisterns, reclaimed water). Commercial, industrial, or institutional processes involving hazardous materials. The City classifies hazards and determines the required level of protection based on site conditions.

4. Testing & Maintenance Requirements

Mandatory Testing Events: All backflow prevention assemblies must undergo testing at least annually. Additional tests are required upon installation, relocation, or after repair/modification of the device. Certified Testers: Testing must be performed by individuals certified by recognized organizations acceptable to the Department. Testers must maintain their credentials, use properly calibrated equipment, and adhere to accepted testing procedures. Submission of Test Reports: Testers must submit completed test certificates to the Department as evidence of compliance. The Department retains records of tests and repairs for at least three years. 5. Approved Devices & Certified Testers

In higher hazard situations, reduced pressure assemblies or air gaps may be required.

Water Service Interruption & Restoration: The Department is authorized to discontinue water service to premises that do not comply with backflow requirements.
