The City of Carlsbad has adopted comprehensive standards for cross-connection control and backflow prevention to safeguard its potable water system. This program is built on the Cross-Connection Control Policy Handbook (CCCPH), adopted by the California State Water Resources Control Board (SWRCB), and is implemented under the authority of the California Code of Regulations, Title 17 and Title 22.

These regulations mandate the installation and ongoing maintenance of approved backflow prevention assemblies (BPAs) at water service connections where potential cross-connections pose a risk to public health.

The program requires the installation of approved backflow prevention devices at service connections identified as actual or potential cross-connection hazards.Property owners in Carlsbad are responsible for installing, testing, and maintaining backflow prevention devices and for cooperating with inspections conducted by the City. Non-compliance can result in water service disconnection and/or financial penalties.

Carlsbad’s backflow regulations require the installation of approved backflow prevention assemblies (BPAs) in scenarios such as:

Carlsbad Property Irrigation Systems: Irrigation systems, particularly those using fertilizers or connected to booster pumps, require BPAs to prevent contaminants from entering the potable water system.

Carlsbad Commercial and Industrial Properties: Facilities that handle chemicals, pressurized systems, or industrial processes must install backflow prevention assemblies to eliminate cross-connection risks.
