1. Scope & Authority

The Las Virgenes Municipal Water District (LVMWD) provides potable water service to Westlake Village and administers the cross-connection and backflow prevention program within its service area. The program is implemented under the California Cross-Connection Control Policy Handbook (CCCPH) and California Code of Regulations, Titles 17 and 22, as well as local LVMWD regulations (Title 4, Article 3 – Protective Measures).

2. Responsibilities of Property Owners

Property owners are responsible for ensuring that any backflow prevention assemblies (BPAs) installed on their premises are properly maintained, repaired, or replaced if defective.

For premises with auxiliary or recycled water systems, the owner must appoint a qualified supervisor to oversee cross-connection prevention and compliance.

Owners must cooperate with LVMWD inspections and testing requirements and cover any costs associated with repairs or upgrades required to maintain compliance.

3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)

LVMWD evaluates each service connection and may require BPAs in cases including:
On-site recycled water systems or other non-potable auxiliary water sources that could create cross-connection hazards.

Dual-plumbed systems or multi-water systems that integrate potable and non-potable sources.
Any connection identified by the District as presenting a potential risk to the potable water system.

4. Testing & Maintenance Requirements

All BPAs are subject to annual inspections and testing conducted by testers certified by the local health authority.

In situations where devices show repeated failure or risk, LVMWD may require more frequent inspections.
Records of tests, maintenance, and any repairs must be maintained and made available for District review.

5. Approved Devices & Certified Testers

Only backflow prevention assemblies that are USC-FCCCHR-listed or meet comparable recognized laboratory and field evaluation standards may be installed.

Testing and certification must be performed by individuals recognized by the Los Angeles County Department of Public Health or a comparable local authority.

6. Enforcement & Penalties

LVMWD has the authority to suspend or refuse water service if a property is found to have a cross-connection violation or defective BPA.

Water service will only be restored once the property owner corrects the issue, which may include repair, replacement, or installation of a compliant device.

Non-compliance can result in repeated inspections and associated costs billed to the property owner to ensure protection of the potable water system.
