Testing Installation & Repair Regulations

1. Scope & Authority

The Los Angeles Department of Water and Power (LADWP) provides potable water service to West Hollywood and administers the cross-connection and backflow prevention program within its service area. The program is implemented under the California Cross-Connection Control Policy Handbook (CCCPH) and California Code of Regulations, Titles 17 and 22, as well as local LADWP regulations.

2. Responsibilities of Property Owners

Installation & Maintenance: Property owners must install and maintain approved backflow prevention assemblies (BPAs) at their own expense. These installations must comply with the Los Angeles Plumbing Code and California Building Standards Code.

Annual Testing: BPAs must be tested annually by a certified backflow prevention tester. The test results must be submitted to LADWP within 30 days of the test.

Repairs & Replacements: If a BPA fails the annual test, it must be repaired or replaced immediately. Repairs can only be performed by a licensed plumber or certified backflow prevention tester.

3. Scenarios Requiring Backflow Prevention Assemblies (BPAs)

LADWP requires BPAs in various scenarios to protect the public water supply:
Irrigation Systems: To prevent contaminants from entering the potable water supply through irrigation lines.

Commercial and Industrial Properties: Facilities with potential cross-connections, such as those involving chemicals or pressurized systems, are required to install appropriate BPAs.

Graywater Systems: When graywater systems are installed and a potential for cross-connection with the potable water supply exists, a reduced pressure principle backflow prevention device (RPBP) is required on the water service. The RPBP must be installed downstream of the water meter and prior to any branches off the water service.

4. Testing & Maintenance Requirements

Annual Testing: All BPAs must be tested annually by a certified backflow prevention tester to ensure they are functioning correctly.

Test Report Submission: Test results must be submitted to LADWP within 30 days of testing.

Repairs & Replacements: If a BPA fails the test, it must be repaired or replaced immediately. Repairs can only be performed by a licensed plumber or certified backflow prevention tester.

5. Approved Devices & Certified Testers

Approved Devices: Only backflow prevention assemblies that are approved by recognized standards agencies, such as the Foundation for Cross-Connection Control and Hydraulic Research at USC, may be installed.

Certified Testers: Testing must be conducted by individuals certified by the Los Angeles County Department of Public Health. A directory of certified testers is available on the County's official website.

6. Enforcement & Penalties

Non-Compliance: Failure to install, test, and maintain the required BPAs may result in the disconnection of water service. Water service will not be restored until such conditions or defects are corrected to the satisfaction of LADWP.

Penalties: Late submission of test reports may result in penalties, including late fees ranging from \$50 to \$200 or more, depending on the delay.
