The Rowland Water District (RWD) is responsible for safeguarding the public water system in Rowland Heights, California. To protect the potable water supply from contamination, RWD enforces backflow prevention measures in accordance with the Cross-Connection Control Policy Handbook (CCCPH), adopted by the California State Water Resources Control Board (SWRCB) and the California Code of Regulations, Title 17. This program mandates the installation, testing, and maintenance of backflow prevention assemblies (BPAs) where potential cross-connections exist. These regulations mandate the installation and ongoing maintenance of approved backflow prevention assemblies (BPAs) at water service connections where potential cross-connections pose a risk to public health. Property owners must install and maintain approved BPAs at service connections where potential hazards are identified. The type and location of these assemblies require prior approval from RWD. Installation must be completed by a licensed plumber or certified backflow prevention tester. Non-compliance can result in water service disconnection and/or financial penalties. BPAs must be tested at least once per year by a certified backflow prevention tester. Test results must be submitted to RWD for record-keeping and compliance verification. A Backflow Test Form is available on RWD's website for this purpose. If a BPA fails the annual test, it must be repaired or replaced immediately. Repairs can only be performed by a licensed plumber or certified backflow prevention tester. RWD provides guidance on approved devices and certified testers. RWD requires BPAs in various scenarios to protect the public water supply: Irrigation Systems: To prevent contaminants from entering the potable water supply through irrigation lines.
Commercial and Industrial Properties: Facilities with potential cross-connections, such as those involving chemicals or pressurized systems, are required to install appropriate BPAs. Fire Protection Systems: To prevent stagnant water from fire suppression systems from flowing back into the drinking water supply.

Testing & Maintenance Requirements All BPAs must be tested annually by a certified backflow prevention tester to ensure they are functioning correctly. Test results must be submitted to RWD for record-keeping and compliance verification. Test Report Submission: Test results must be submitted to RWD within the specified time frame. The Backflow Test Form is available on RWD's website for this purpose. Repairs & Replacements: If a BPA fails the test, it must be repaired or replaced immediately.
