California's revised Cross-Connection Control Policy Handbook was adopted April 21, 2026. It requires public water systems to ensure that backflow prevention assemblies in their programs are field tested at least annually, with more frequent testing possible for high-hazard premises or assemblies at increased risk of failure.
The handbook also requires field testing after installation, repair, winterizing depressurization, or permanent relocation. For compliance work from July 1, 2026 through June 30, 2027, testers used by public water systems must hold certification from an organization recognized in California.
The statewide handbook defines the public-water-system program duties. Riverside's rule and current customer notice define the property-facing workflow, including the accepted tester, due date, and report-submission process.
